Sometimes its quite a shock to see people on motor bikes and scooters without a helmet. There's a duty to wear one, but as ever, some people are totally irresponsible and flaunt Spanish law and the authority of the State. If you share my sense of outrage, write to the man in the picture and let him know what you think.
